RIOT Civil Unrest is not your usual strategy game; rather, it throws you into the very midst of actual protests and street clashes that occurred all over the world. Campaigns such as Indignados in Spain, Arab Spring in Egypt, Keratea in Greece, and NoTAV in Italy may be featured.
On top of this, there are over thirty single scenarios covering events such as the Gilets Jaunes protests in Paris, financial reform rallies in Buenos Aires, economic unrest in Caracas, and even the G20 protests in Hamburg.
Initially, when I tried this game, I had no expectations. But with a few hours into the game session, the tension set in. You actually feel the struggle of being part of a huge crowd or standing on the opposite side against law enforcement.
Gameplay Experience
This game is about decision-making. Each mission provides you with an objective and leaves it up to you to decide how to achieve it. Aggression works in your favor sometimes, producing immediate results, yet damaging public opinion in the process. At other times, patience and calmness can yield a solution without leaving behind bloody footprints.
After each level, there is an evaluation system of one’s performance, forcing the player to reflect on their actions more seriously. Personally, I tried both approaches: going full-up on aggression-clearing the crowd fairly quickly-but somehow it did not feel so right. On the contrary, taking a less hard approach meant that it required more effort, and it was gratifying to see how it all turned out.
Another thing that made me happy was the Steam Workshop Editor. You can create your own scenarios, share them, or play someone else’s creation. This adds way more playable hours, and I have to be honest: I spent hours just testing user-generated maps.
From Real Experience
Leonard Menchiari, the game’s creator, actually went to the NoTAV protests in Italy. He perceived the reality through his own eyes and built the game to display what it feels like. Because of this, it somewhat loses the fantasy strategy feel. Heavy, it feels, because both perspectives are put forth.
As a protester, the anger and frustration are yours; as a policeman, the awareness of being outnumbered and trying to control chaotic behavior looms even larger. I can clearly recall one mission where I felt stuck between pushing back the crowd or holding the line. In those kinds of situations, you know there are no clear winners. My Opinion
RIOT Civil Unrest is not the kind of game that one would play lightly heartedly. It makes you consider how fragile situations could get during real-life conflict. Playing it helped remind me of how quickly things might transform into chaos and fury. Nowhere is the emphasis on who wins or loses; instead, it is about seeing both sides of the story and knowing what forces an individual into chaos.
If really meaning-filled strategy games are what you fancy-on the other hand, if you happen to be curious about social struggles depicted in the raw-then I suggest you give this one a go.
